Francisco Valdez de Corizon (38): Spanish Governor of Santo Domingo (modern day Dominican Republic). Governor Valdez is a lifelong supporter of Philip V, dedicated to the enrichment of the Spanish Empire and the destruction of opposing interests across the Caribbean Sea. The explosion of pirate gangs across the West Indies has led to his increasingly harsh punishments for those caught in the act of piracy, and he is Freeport's staunchest foe.
Caterina d'Agostina (17): Daughter of Javier the Silver, the Captain General of Puerto Rico. Tales of her beauty have reached even the mainland of Europe as suitors cross the vast Atlantic for just a chance at her hand.
Vittorio "Gap" Gasper (41): Unofficial leader of Freeport. An old pirate, since retired. One of the founding denizens of the island and enormously wealthy and influential. His contacts range from Roatan to Tenochtitlan to Copenhagen. Reputed to be the deadliest pistol duelist in the New World. Bounty: 2,000 gold alive, Spain, England, France
Theresa of Salzburg (?): Captain of Gomorrah's Rain, a mammoth former galleon turned to a floating house of firepower. Theresa's father Philip was an Austrian nobleman who lost favor and took to the sea with his fortune. His daughter is barely out of her teens but her ship and crew ensure she is one of the most feared pirates on the blue seas of the Indies. Bounty: 15,000 gold, Spain, England
Moctesera (48): Emperor of Azteca. His grandfather forced the Spanish invasion of Mexico away with an alliance of the warring tribes of the peninsula, and Moctesera was elected emperor of the loose coalition in 1556. In the quarter century since, the native Mexicans have spent a fortune gathering artillery and learning military drill from English and German and Spanish mercenaries, covertly helped by the monarchs of Europe who are eager to bring the arrogant Spaniards to their knees.
William Farmer (22): One of Sir Francis Drake's ship's mates, William stayed behind after Drake's great raid with a half dozen ships, seeking Spanish plunder and guarding the nascent English interests in Azteca and beyond. Not technically a pirate, but he frequents Freeport often all the same.
Guillaume the Pale (36): His sobriquet derives from the fourth horseman, as Guillaume is a French-Genoan mercenary employed by the Spanish crown. Commands a large fleet of galleons and frigates which defend the vast merchant convoys heading to Spain, as well as smashing any who oppose them. He always has a pirate or traitor hanging from his ship's masts, only removing one body when he has a new one to replace it with.
